Also if you have any extra cash floating around go to your local drugstore or grocery market and you can buy covergirls new mascara buy it in your blue eye color and it has shimmers to make your blue-green eyes pop i use it and we have the same eye color :]

my friend has blue eyes and used a metalic blue eye pencil. it makes her eyes stand out so much!! everyone is allllways commenting on her eyes, i hate it lol. im not exactly sure which brand she uses but instead of the blue eye shadows (which are kinda hooker-ish looking lol) i'd try the blue eye pencil. it's probably all u need for them to pop!

Mascara: Black is the best unless your really fair skinned. If it clumps use less, clumps are gross. Also there are some navy shades that are kind of cool.
Most brands are comng out with specialized products that are based on your eye color. Just go to the drugstore and look for them...even if they are too spendy or you cant buy them, you can compare the shades in them to that of other brands
For me, I use a smoky eye with golden brown eye shadow. If you put a liitle purple/eggplant color on the inner corner, it also looks good rf going out. Use very dark eye liner--jet black. It makes the blue pop.
