Browns are best for blue eyes. They will make them ';pop';...you can use black mascara though. I would recommend buying a palette that has at least 3-4 colors. Use the medium brown on the lid...one of the darker browns (if more than one in palette) on the crease...and the lightest color under the brow bone. Use the same color that you use in the crease for your eyeliner under the eye. You only need to line 3/4 of the eye...thicker towards the outside and thinner towards your nose. BLEND BLEND BLEND...make sure to blend all three colors so it does not look like paint.

A light eye shadow and black mascara and black eye liner on the bottom of your eyes, you can also put it at the top 2. i think it does the trick anyway :)
id go for gray eyeshadow black eyeliner on top and bottom if you want to look more bright then go for a middle blue with dark blue eyeliner at the top
