wear orange! Seriously... sounds strange but orange is opposite blue on the color wheel so it makes it stand out! Its true.
Well, it depends on your current eye colour. But usually the color of your hair and clothes can make your eyes pop. Or you can always try coloured contancts (you don't need to have bad eyesight, but you DO still need to have them perscribed).
contacts--unprescrptioned. you can get regualr ones that are just tinted blue OR you can get color contacts for REALLY blue eyes

uh, too bad you can't? what do you want us to tell you, to dye your eyes bluer, but if you don't wanna wear makeup,i doubt you'll wanna dye you hair a little darker, so i can't help you.
