I have blue, bordering almost on grey eyes. I only wear makeup when I go out in public, and I would love to learn some new techniques to make my eyes kind of pop, and maybe possibly make them appear a lighter shade, if at all possible.

Well, if you're anything like me, you consider your baby blues to be one of your best features! And I'm always looking for ways to make them sparkle. I have found many ways to play up my eyes, but here are a few favorites:
For day, use a black or brown liner and blend into the lash line. Then cover the lid of the eye using a copper color and a light color to highlight the upper brow. Copper is a wonderful contrast to blue eyes and is light enough to look casual, yet pretty.
For a more dramatic look on days I'm feeling lively, I use a matte white for emphasis. Line the eyes a bit heavier than normal on top and then lightly dust the shadow over the liner. Then apply the white shadow all over the rest of the eye and under the brow. It looks the best when the shadow is thicker on the lid and softer below the brow. Because this look stands out, leave the rest of your makeup simple. Dusting on some bronzer and applying a sheer gloss should do the trick.
Another secret blue eyed women should know about is the shade hunter's green. This rich green compliments blue and is just dark enough to create a smoldering effect. You can use liner with it, but I recommend going easy, as the color is dark enough. Use a light beige on the crease and under the brow to top it off!
Hope these tips work as good for you as they do for me. Any one of these styles should make your eyes appear lighter than they are. My only suggestion is to use lower liner sparingly. Well i have big blue eyes and to make mine glow i put black eyeliner on the bottom of my eye and maybe smudge it a bit under it to make it smokey. Then i put mascara on not too thick tho but if you blink while putting it on it will make them stand out too. Don't put too much eyeshadow tho because you don't want them to notice your eyelids instead....

I always find smoky eyes or eyes that are bordered (top and bottom) with a thin line of black eyeliner POP! I'm a bluey too and i find people always compliment my eyes when i wear this kind because the contrast between the black liner and blue eyes looks really good. Also try mixing gold shadow in with the dark shadow if you do smokey eyes it looks HOT!
brown eyeshadow helps blue stand out more if they are tinted green, and grey eyeshadow helps make eyes appear ';blue-er'; if they are already tinted grey.
use a light colored shadow over your entire eyelid then put a darker color into the crease to make your eyes pop
Besides make-up, clothing can help with making your eyes ';pop';. Try wearing blue colored tops, blouses, shirts etc.
