Gold or neutral shades like brown look good with blue eyes. So do pink and purple shades. For pink, try using a softer shade or a bit of shimmer so it doesn't look like you've been crying, with blue eyes this can happen. Just about any shade of purple works, though if you're going with a high-pigmented lighter shade make sure to balance it out with some darker shades too. A foresty green and brown look good for a more toned-down smokey look. Well my eyes really pop when i have sparkly brown eyeshadow. Then i put on like a dark black eyeliner on the top and bottom. Then i put on mascara. I use maybelline collasal something and then another on top so it looks better. Here it is.
