Since your dress is more sexy than classic, go with a smoky eye. Colors don't matter so much as long as you don't match your dress color to your eye color. Unless, of course, you want to. You could go with classic smoky eye, navy smoky eye, or whatever rocks your boat. I'm thinking greys and charcoals would look really excellent. i'd do white eye shadow , with light turqoiuse mixed in there , black mascara , black eyeliner, do light blue-grey liner on the top of your eye ( you could use a eyeshadow and eyeliner brush to apply ) do bronzer , no blush , light lips , make your eyes pop and everything else neutral ;)

Definitely stick with the dark browns to accent your eyes, but a hint of blue in the corners of your eyes would bring out the blue in your dress. If you feel daring, you could do blue eyeliner or mascara with a tint of blue to it.
That's a really pretty dress.
Silvers and grays would look great and mysterious with that dress.
Also, natural colors would look fine!
Keep it simple, the dress is stunning!
Use the same colour blue as the dress for eyeshadow with black eyeliner and mascara and lip gloss in a berry shade.
i think silver would look really cool
